Packaging requirements have changed.
The EU Packaging and Packaging Waste Regulation now provides the framework for how packaging is designed, documented and placed on the EU market. For beauty, personal care, toiletries and healthcare brands, practical preparation starts with structure, material use, recyclability, recycled content, minimisation and evidence.
GENERAL APPLICATION
12 AUGUST 2026
PPWR is now generally applicable. Additional requirements continue to phase in through delegated and implementing acts.
A PHASED REGULATION
The direction is clear. The requirements build over time.
PPWR generally applies from 12 August 2026, while important technical criteria, labels, calculation methods and performance requirements continue to phase in through secondary legislation.
Labelling and implementation
Harmonised material-composition labelling and further technical rules phase in as the relevant implementing and delegated acts take effect.
Recyclability, recycled content and minimisation
Key recyclability grades, recycled-content thresholds for applicable plastic packaging and packaging-minimisation requirements begin, subject to the Regulation's detailed timing rules.
Recycled at scale
The recyclability-at-scale requirement becomes relevant from 2035 or later, depending on the applicable implementing timetable.
WHAT IS CHANGING
A wider set of decisions now sits behind every pack.
The Regulation brings greater attention to how packaging is designed, how much material it uses, how it can be recycled and what documentation supports the final decision.

Design for recycling
The complete packaging configuration matters. Materials, components, labels, adhesives and decoration need to be considered together.

Recycled content
Defined minimum recycled-content levels apply to selected plastic packaging categories from 2030 or later, depending on the applicable implementing timetable and exemptions.

Packaging minimisation
From 2030, packaging weight and volume must be reduced to the minimum necessary for functionality, taking account of the applicable criteria and standards.

Technical evidence
Manufacturers need conformity assessment, technical documentation and an EU declaration of conformity for the applicable requirements.
BEAUTY PACKAGING IN CONTEXT
Multi-component packs need a closer look.
Pumps, sprayers, droppers, jars and airless systems can combine several polymers, metal parts, gaskets, liners and decoration. Simplifying the structure can help, but no single feature determines the regulatory outcome.
